Our Story

A specialist team at the intersection of

NRB Consultancy Services Ltd is a Scottish-registered company built around a team of accredited PAS2035 professionals with direct delivery experience across every major UK retrofit funding scheme.

We deliver retrofit coordination services directly to housing associations, local authorities and EEM installers — and we develop PASDOC, software that automates and professionalises PAS2035 compliance across the whole sector. The two activities reinforce each other constantly: the coordination work keeps us current, the software reflects what we learn in the field.

The UK's retrofit sector is one of the most important industries of the next decade. Getting it right — at scale, compliantly, efficiently — is what drives everything we do.

What sets NRB apart
We built our own platform. PASDOC exists because we needed it — every feature solves a real problem from coordinating live retrofit programmes.
We work across all four UK assessment bodies — Elmhurst, ECMK, Quidos and Property Tectonics. Most coordinators are tied to one.
From single properties to programmes of over 1,000 homes. EEM installers, housing associations, Tier 1 contractors and local authorities — all client types, all scales.

We audit third-party contractors. Housing associations can use PASDOC to audit their supply chain — whether or not the contractor uses the platform. No other provider offers this.

Our coordination team has direct delivery experience across SHDF, Warm Homes Social Housing Fund, Warm Homes Local Grant and capital works programmes — for EEM installers, housing associations, Tier 1 contractors and local authorities. From single properties to programmes of over 1,000 homes, we coordinate the full PAS2035 process from initial assessment through to TrustMark lodgement.
Compliance & Documentation
PAS2035 · PAS2030 Specialists
Our compliance specialists produce all PAS2035 and PAS2030 documentation to professional standard — IOE reports, MTP documents, RAMS, method statements, health and safety management systems, quality plans, accreditation packs and tender submissions. Produced fast, with the technical accuracy that comes from working coordinators who understand the standards from the inside.

PASDOC Platform Team
PASDOC is the only UK retrofit platform that accepts RdSAP XML from all four assessment bodies, extracts ventilation data that doesn't exist in standard XML output, audits compliance at every PAS2035 stage, and allows housing associations to audit third-party contractors. Built by NRB because nothing else in the market came close to solving the problems we encountered every day.
